Thanks for the question Brick and so glad to see you not putting it on the backburner as winter and the rain that comes with it is just around the corner again. You didn't provide a picture so there's really no way for me to know but if the paint itself is discolored there's a good chance it could be a leak. The drywall and paint typically swell when moisture hits it which causes it to peel. The discoloration is sometimes from the boards and roofing materials the waster has passed over making it a little dirty. I'd recommend call us ASAP to take a look.
